Its membership is comprised exclusively of chief information officers or individuals in equivalent positions at companies and organizations throughout the state. Guido Sacchi manages 130 IT organization employees at CompuCredit, a specialty financial services company with a diversified line of products and services. At CompuCredit Mr. Sacchi has created a culture of operational excellence, high performance, and technology value delivery which led to unprecedented business results.
Before joining CompuCredit, Mr. Sacchi most recently served as Senior Manager at Deloitte Consulting. Prior to that position, he was a Manager in the operations consulting division at PricewaterhouseCoopers. Mr. Sacchi’s background includes 13 years of international experience across industries, degrees in engineering from the University of Rome (Italy), and appointments at the Massachusetts Institute of Technology.
Mr. Sacchi was awarded "National CIO of the Year" in 2004 by the Georgia CIO Leadership Association.

Joe Oesterling, Chief Information Officer,
Cbeyond Incorporated
Joe Oesterling is responsible for the development and support of all of Cbeyond's operational support systems (OSS). He also provides executive oversight for Cbeyond's Human Resources, Billing Operations, and Business Intelligence functions. His team at Cbeyond has created a next-generation OSS featuring a high degree of flow-through provisioning and an industry leading customer self-service Web site: Cbeyond Online.
Before joining Cbeyond, Oesterling held leadership roles in information technology with Capital One, Security Capital Group, Booz-Allen & Hamilton, Sony and IBM.
Mr. Oesterling is very active in the IT leadership community within Atlanta given his involvement with TechBridge, Georgia CIO Leadership Association, and Technology Association of Georgia. In addition, he is on the Board of Directors for Consumer Credit Counseling Services of Greater Atlanta (www.cccsatl.org).
Mr. Oesterling holds an MBA from the University of Texas at Austin and a bachelor of science degree in computer science from Purdue University.

Tim Davis, Chief Information Officer,
Popeyes Chicken & Biscuits
Tim Davis is chief information officer for Popeyes Chicken & Biscuits, a leading quick-service chicken restaurant chain, with more than 1,800 locations across the US and in more than 22 other countries. Mr Davis is responsible for establishing and directing the policies, procedures and strategic long term goals for Popeyes’ technology department while managing the daily IT operations of the organization.
Prior to joining Popeyes in 2005, Mr. Davis launched a CIO consulting practice in which he worked with Popeyes and TSYS. From 2002 to 2004, Mr. Davis served as Senior Director of Information Technology for Inovis, Inc. in Atlanta, Amsterdam and Karlsruhe, Germany.
Mr. Davis’ success in quickly and successfully implementing ERP and CRM applications helped his team earn the prestigious CIO Magazine CIO 100 award in 2000 for his company.

Larry Clark is managing director & chief information officer for Randstad North America, a leading employment services company and wholly owned subsidiary of Netherlands-based Randstad Holding, nv. Mr. Clark is responsible for leading the company’s information technology division, including voice and data communications.
Before joining Randstad, Mr. Clark served as vice president of information services and chief information officer for OneSource, Inc., a $1 billion national provider of facilities services. He has also served as vice president of information services and chief information officer for Central Health Services, Inc., a $300 million provider of home health services, and as Commissioner of Administrative Services for the State of Georgia, where he directed the operations of the agency managing Georgia’s business and financial functions.

Phil Davis is chief information officer and general manager of Porsche Cars North America (PCNA). Mr. Davis is responsible for all Information Technology activities within North America, the largest Porsche market in the world representing almost 40% of worldwide vehicle sales. Based at PCNA’s Atlanta headquarters,
Mr. Davis manages all aspects of PCNA’s sales, marketing, service, parts, logistics, warranty, financial and customer systems as well as computer network operations. In addition, Davis supports PCNA’s dealer environment of 215 dealerships and over 5,000 users.
Mr. Davis has over 26 years in the industry. Prior to Porsche, he held senior management positions at DPM Consulting, Mazda North America Operations, The Stroh Brewery Company and National Bank of Detroit.

John Dunbar, Chief Information Officer,

John Dunbar serves as chief information officer for Aquilex Corporation, a platform of global complimentary businesses providing maintenance, repair and overhaul services with associated engineering and technical support.
Prior to joining Aquilex, Mr. Dunbar served as chief information officer for EMS Technologies. In that position, he was responsible for setting the Information Technology vision for EMS, including overseeing strategic planning, implementation, and management of IT functions globally. Before joining EMS, Mr. Dunbar was the Global IT director for BTG Group, a Switzerland-based global manufacturer and distributor of components for the pulp and paper industry, where he established the company’s technology strategy to align with the business strategy as groundwork for continuous international expansion.
Mr. Dunbar is a member of the Technology Association of Georgia, the Society for Information Management, and the Georgia CIO Leadership Association.

Marian Lucia formerly served as executive vice president of Information Technology and chief information officer of Federal Home Loan Bank Atlanta. He primary responsibility was for the overall management of the Bank's Information Technology Division.
Prior to joining the Bank, Ms. Lucia served as Corporate Vice President, Operations and Systems, for Prudential Institutional and as Chief Information Officer of Prudential Investments in Newark, New Jersey. Ms. Lucia also served previously as Principal Managing Director of Technology at Bear Stearns and Company, Inc., and Vice President of Technology with Merrill Lynch. Her earlier background included technology management positions at Texas Commerce Bank in Houston and Bank of Oklahoma in Tulsa.

John Seral manages an IT organization with 640 employees at GE Energy, one of the world's leading suppliers of power generation technology, energy services and management systems. GE Energy is a primary business unit of General Electric Co. (GE). Headquartered in Atlanta, Georgia, GE Energy is active in more than 120 countries, and has 37,100 employees and over 150 manufacturing locations and 540 offices worldwide.
Mr. Seral held the position of VP and CIO for GE Plastics, the second largest short cycle GE business with just under $6 billion in revenues, before joining GE Energy. He also served as CIO for GE Lighting, where he focused on Six Sigma, ERP, Globalization and Customer Service Systems. Mr. Seral began his career with GE at GE Capital, where he spent 12 years with two CIO assignments in Railcar Services and Auto Financial Services.
Mr. Seral was awarded "Global CIO of the Year" in 2004 by the Georgia CIO Leadership Association.

Brian P. Shield, Executive Vice President, Chief Information Officer
The Weather Channel
As head of the Information Technology (IT) organization, Brian Shield oversees all technology infrastructure, internal systems, weather forecasting capabilities, technical and broadcast operations, and implementation of industry-leading technology products and services in support of The Weather Channel. He is also responsible for setting the strategic vision, technical direction, and financial controls on behalf of the IT organization.
Prior to joining The Weather Channel in 1998, Mr. Shield served as CTO of FTD Inc. in Chicago, Illinois. At FTD, Mr. Shield was responsible for all elements of technology, including the delivery of information to over 150 countries, the FTD Internet presence, and product engineering. Preceding his tenure at FTD, Mr. Shield had been CTO and head of software development at the investment firm of Scudder Kemper Investments, in Boston, MA, and formerly Wang Information Services. During his 20-year technology career, he has specialized in emerging technologies, IT organizational development, software engineering, systems architecture, data management, and research and development.
Mr. Shield is a member of SMPTE, SCTE, and a number of industry organizations and serves on technology advisory board of Hitachi Data Systems. Mr. Shield was awarded "Regional CIO of the Year" in 2004 by the Georgia CIO Leadership Association.

Cindy Tierney, Chief Information Officer

Cindy Tierney’s career encompasses more than 19 years of experience in leading and energizing the key operational facets of organizations to higher levels of performance. Her executive business vision and strategy paired with Ms. Tierney’s knowledge of technology and operations all contribute to make her a unique and valuable executive for today’s organization.
Ms. Tierney is currently Chief Information Officer of Beazer Homes. She is responsible for assessing the relative impact of emerging technology to strategic business needs and interprets their meaning to the organization’s senior leadership team. In her current role, she participates in overall business technology planning, bringing a current knowledge and future vision of technology and systems as related to the company’s competitive position.
Ms. Tierney has served in a number of executive positions. At NSI, she was the CIO responsible for strategic planning, systems and technology. At Comdisco (once the largest disaster recovery company in the world), Ms. Tierney was the SVP of Global Strategic Advisory Services. As the Senior Executive Director for Business Systems and Planning at Office Depot, Cindy was instrumental in the growth of the company from 200 stores to over 500 stores. Her leadership as the Chairperson of the Mergers & Acquisitions team resulted in the successful integration of 21 companies and the growth of the successful corporate sales organization. Ms. Tierney was instrumental in creating and implementing a successful shift to and integration of the web as a strategic differentiator as well as for the revamping of the vital credit card strategy for Office Depot.

Robert J. Webb, Chief Technology Officer,
Equifax
Robert J. Webb is the Chief Technology Officer for Equifax. He has global responsibility for systems strategy, development, security, and infrastructure operations. He was named to this position in November 2004.
Mr. Webb joined Equifax in 2004 and prior to this position held various business and technology leadership positions for General Electric. He was most recently the Managing Director, GE Vendor Financial Services Canada; the Chief Information Officer for GE Vendor Finance, GE Commercial Finance and GE Global Consumer Finance in Japan. He joined GE in the Corporate Initiatives Group in 1996. Mr. Webb has extensive international experience, having lived and worked in Europe, Greater China and Japan as a management consultant for Andersen Consulting and Electronic Data Systems.
